Norway Travellers who want to enter Norway from countries outside Scandinavia are immediately returned or must be quarantined for two weeks. Russia Russia has closed the land border with Poland and Norway for foreigners. The ban applies from midnight, 15 March. Belarusians, members of official delegations and people who have permission to stay in Russia are allowed to enter the country. The restriction does not apply to professional drivers.
