S&S GB – Frequently Asked Questions for Hauliers and Fleet Managers

1.What is an S&S GB Declaration?

The Safety & Security (S&S) GB declaration is a mandatory filing for goods entering the UK via Ro-Ro (Roll-on Roll-off) ports. It provides safety and security information to HMRC before goods arrive in the UK.

2. Who is responsible for submitting the S&S GB Declaration?

The haulier transporting the goods is responsible for completing the S&S GB declaration. This responsibility applies to both accompanied and unaccompanied freight.

3. Do I need a GB EORI number to submit an S&S GB Declaration?

Yes, you must have a valid GB EORI number (Economic Operator Registration and Identification) to submit an S&S GB declaration. Without this, the declaration will be rejected. See section 14 if you don’t have a GB EORI.

4. Do I need to submit separate declarations for each consignment?

Yes. Individual S&S declarations are required for each consignment, unless the goods are moving under a Transit (T1 or T2) movement, in which case the Transit declaration suffices.

5. What happens if I fail to submit the S&S GB Declaration?

If an S&S GB declaration is not submitted, the goods will not be cleared for movement into the UK, and the ferry operator will not allow the vehicle to board. This could result in delays and penalties.

6. When must the S&S GB Declaration be submitted?

The declaration must be completed before the goods are loaded onto the ferry or train bound for the UK. For Ro-Ro traffic, this usually means completing it at least two hours before departure.

7. What information is required for the S&S GB Declaration?

The following details are typically required:

• GB EORI number of the haulier.

• Consignor and consignee details for each consignment.

• Description of the goods, including commodity codes.

• Weight and dimensions of the goods.

• Transport details, such as vehicle registration and trailer numbers.

8. Can I submit S&S GB Declarations for groupage loads?

Yes, but each consignment within the groupage load requires its own individual S&S GB declaration, unless the entire load is moving under Transit.

9. What happens if my S&S GB Declaration is rejected?

If your declaration is rejected, you will receive an error code indicating the reason. Common issues include:

  • Invalid or missing GB EORI number.

  • Missing or incorrect data for consignments.

  • Duplicate or expired declarations.

You must correct the errors and resubmit the declaration.

10. How can I complete the S&S GB Declaration?

You can:

2.Use a specialised platform or software that integrates with HMRC systems.

11. Can I use a single declaration for multiple crossings?

No. Each journey requires a unique S&S GB declaration, as they are tied to specific vehicles, crossings, and consignments. 7

12. Are there any penalties for non-compliance?

Yes. Failure to comply with S&S GB requirements can lead to:

• Fines or penalties from HMRC.

• Delays at ports.

• Reputational damage to your business.

13. Do I need to manually send the declaration to the driver?

If the S&S MRN is attached to the GMR it will be on the system, if not then the driver will need to be sent a copy.

14. Will the information be sent to my email?

Yes, the S&S MRN will be forwarded to the email entered during the process.

15. Must there be accurate loading and unloading data?

Yes, the point of loading and unloading must be correct.

16. Is there a time limit for completing a declaration?

The declaration must be completed before arrival at the UK port, so should be completed before shipping from the EU port.

17. Is there an app to download?

Unfortunately, access is only possible through our website right now.

18. What if the unloading address changes prior to arrival?

The declaration can be amended up to arrival at the UK port if it has not already been transmitted, otherwise a new declaration must be completed.

19. Do we need to take the information from the EX-import documents?

The information should be taken from the either the EU Export document or the UK Import CDS document.

20. Is customer reference compulsory?

No, it is not compulsory, but it should be added in case there is invoice queries.

21. When are changes able to be made until?

Up until the arrival at the UK port is the declaration has not been transmitted and accepted. Otherwise, a new declaration needs to be complete – there is no need to cancel the original one.

22. What do I do in instances of multiple loading and unloading locations?

If there is multiple loading and unloading locations, then multiple declarations should be made for each journey.

23. What is the plan subscription? Is it 3 months free of charge?

The free period is until the launch of the requirement on 31st January 2025, after that point you will be charged for the service, and it is a 3 month notice period to cancel or close your account.

24. Is the S&S done by Eurotunnel?

No, it is entirely the responsibility of the haulier to complete the declaration.

25. What are Marks and No? What from the document needs to be entered in this field?

This is the marks and details on the packaging, so you can just enter ‘as addressed’.

26. What additional support is available for hauliers?

27. What is the procedure for goods travelling under Carnet ATA without any MRNs?

How to Request a GB EORI Number

A GB EORI (Economic Operator Registration and Identification) number is essential for businesses and hauliers moving goods into or out of the UK. Here’s a simple step-by step guide on how to request one:

Step 1: Check if You Need a GB EORI Number

• You need a GB EORI number if:

  o You move goods into or out of the UK (including as a haulier for   someone else).

   o You submit customs declarations or S&S GB declarations.

• Important: If you already have an EU EORI (starting with a different country code,   e.g., "FR" or "IE"), you’ll still need a GB EORI to handle UK customs.

Step 2: Gather the Required Information

Before applying, ensure you have the following details ready:

• Business details:

o Registered business name and address.

o VAT registration number (if applicable).

• Contact details:

o Email address and phone number.

• Type of business:

o Sole trader, partnership, or limited company.

• Government Gateway account:

o If you don’t already have one, you’ll need to create one during the application   process.

Step 3: Apply Online

  1.   Go to the official UK government page: Apply for a GB EORI Number.   https://www.gov.uk/eori/apply-for-eori

  2.   Log in using your Government Gateway account.

  3.   Complete the online form with your business and contact details.

  4.   Submit your application.

Step 4: Receive Your GB EORI Number

You will typically receive your GB EORI number:

  o Immediately: If no additional checks are required.

  o Within 5 working days: If HMRC needs to verify your application. Check your   email regularly for updates.

Step 5: Start Using Your GB EORI Number

Once issued, your GB EORI number can be used for:

  • Submitting customs and Safety & Security declarations.

  • Moving goods into and out of the UK.

  Yes, individuals and sole traders can apply for a GB EORI number.

2. Do I need a GB EORI if I only move goods within the EU?

    No, but you’ll need one if the goods move between the EU and the UK.
