As we approach significant milestones in the implementation of the Border Target Operating Model, it’s crucial for businesses involved in European transport to stay updated and prepared. Here’s a brief overview of the upcoming changes, effective from 31 January 2024:
Key Milestones:
31 January 2024:
Introduction of health certification for imports of medium risk animal products, plants, plant products, and high-risk food (and feed) of non-animal origin from the EU.
30 April 2024:
Documentary and risk-based identity and physical checks will be introduced for the same categories of products from the EU.
31 October 2024:
Implementation of safety and security declarations for EU imports.
Introduction of a reduced dataset for imports and the use of the UK single trade window to minimize data duplication.
Digitalisation of Certifications:
From 31 January 2024, DEFRA will extend the use of PDF certificates for live animals.
Importers of live animals into GB must follow the correct process for uploading the PDF Export Health Certificate (EHC) on IPAFFS.
Exporters are responsible for exporting the digitally signed EHC in PDF format and sending it to the importer or their agent.
Verifiable PDFs with a QR code and/or hyperlink are encouraged as they reduce administrative burdens. If used, there’s no need for a paper copy of the EHC to accompany the consignment.
What This Means for You:
These changes are designed to streamline the import process, enhancing safety and compliance while reducing administrative tasks. We encourage businesses to familiarize themselves with these new procedures and take advantage of digital solutions like verifiable PDFs.

Staying ahead of these changes is vital for smooth operations and compliance in the dynamic landscape of European transport.
