From 01 July 2026, the Netherlands will introduce a new kilometre-based toll system for heavy goods vehicles.

If your fleet operates in or through the Netherlands, you will need a compliant onboard unit (OBU) that is certified for the new system.

What Is Changing?

The Dutch government is introducing a new distance-based toll for HGVs on motorways and selected national roads. Vehicles will be charged based on:

• Distance travelled

• Vehicle weight category

• Emission class

From the launch date, vehicles must be equipped with an approved device to record and transmit toll data.

Operating without a compliant unit may result in enforcement action and penalties.
